Sam at Piedmont Publius: A guy from High Point (identified as the operator of Renovo Designs, a company that is nowhere to be found on the internet -- Roch) proposes to construct an ice skating rink in Greensboro with funds donated by non-profit organizations, on city property, with city-funded infrastructure and utilities, that he will then sell to The City of Greensboro.
