Parks & Rec anti-campaigning rules lack force of law

GREENSBORO, NC -- The City of Greensboro confirms that the rules of the Greensboro Parks and Recreation Department against campaigning in parks and parks facilities were never approved by city council and, thus, lack the force of law.
